Instructors Certification Chairman 606 South Hill Street Los Angeles, California Dear Mr. Hill: Mr. Sverre Engen has suggosted that I call upon you for some ursantly needed assistance. This concerns our orerunization, Tho Intermountain Ski Instructors h88ociation. The ski lnstructors or the intermountain rog'~n hAve or~Ant •• d into our own governing body as the Far W •• tern skI instructors have done a few years ago. \tIe 1"ind that there are a few problems that have arisen that requtre som~ -outside advice. The Far vlest Ski Instructors AssocIation is considered by us 8S the leading group in the profession, and you are considered by both Alf' and Sverro as the 1eadtng authority on the subject •. Therefore, we 'Would lIke to pattern our org-m1zation af'ter the taJ! ':lest's ski instruction program. If you c0uld send me a cop~' ~f your artic10s of corporation and any suggesttons you might have to otter, it 'Would be a great help to us. Our problema are: Should we break away entiroly trom the parent group, The Intermountain Ski Association; and what policies can we tollow that will help brlng our standards up to the lovel of the othor associations? Our whole organtzat~on is very anxious to seo the ski instructors of all associations organize into a national toderatlon or sk1 instruotors, and we are will1ng to promoto thia project in any Jllllnnor thl1t you may suggest. J If' you-eould drop me a line immodIatoly. Hr. Hill, giving some suggostions to our problam, I wo~ld appreciate it vory much. BL:ll Sinco190ly, Bill Lash, President I.S.I.A. YOU WILL ALSO FIND THE PLAN 'TSELFWHICH I AM SUBMITTING TO THE BOARD OF DIRECTORS FOR CHANGES AND APPROVALS. I HOPE THAT YOU AND THE rws,A WILL NOT MIND THAT "' HAVE BEEN SO LIBERAL IN USING YOUR BY-LAWS~MOST VERBATEM. 'DID THIS SFCAUSE THEY WERE WELL WR I TTEN. THEY COvERED TIlE PAT ICULAR PROBLEM, AND WE FEEL THAT THIS IS A STEP TOWARDS SOME TYPE OF UNIFORMITY AMONG THE TWO ASSOCIATIONS. PLEASE REMEMBER THAT THIS IS NOT THE FINAL DRAFTl IT IS ONLY A BASIS fOR THE DIRECTORS TO WORK ON. WOULD IT BE POSSIBLE FOR YOU TO READ THIS REPORT OVER IMMEDIATELY, BOB? WHAT I WOULD LIKE FRO'" YOU IS YOUR OPINION ON vAR IOUS ISSUES. YOU COULD EITHER WR ITE THEM DOWN ON A SHEET OF PAPER OR MEREL"'( JOT DOWN YOUR CRITICISM IN THE MARGIN OF THE REPORT ." THERE IS ONE POINT WE DISCUSSED IN OUR PAST CORRESPONDENCE THAT I WOULD LIKE TO CLARIFY; IT IS THE PROBLEM OF GETTING THE DIFFERENT DIVISIONS TOGETHER ON THEIR C~RTIFICATION. SOME PEOPLE REfER TO IT AS A NATIONAL FEDERATION OF INSTRUCTO~S. I AGREE WITH YOU THAT IT IS A BIG PROBLEM WITH A HUNDRED HEADACHES. YOU WERE CERTAINLY RIGHT WHEN YOU SAID THAT IT WOULD BE DIFfiCULT TO MAKE .EVERYONE TEACH AL IKE. WHAT I WAS REFERRING TO WAS A STEP TOWARDS A BETTER CORRELATION OF THE DIFFERENT DIVISIONS. AT LEAST WE SHOULD KEEP EACH OTHER INFORMED TO WHAT OUR POLICIES ARE AND WHO ~ ARE CERTIFYING EACH YEAR. THIS IS ESPECIALLY A NECESSITY HERE !N THE WfST. AT ALTA WE GET A STUDENT WHO HAS BEEN TAKING LESSONS fROM SEVERAL FAR WEST TEACHERS. HE SPENDS A FEW DAYS TRYING OUR IN~TRUCTORS AND GOES ON TO SUN VALLEY AND THE PNSA AND HE MAY GO EVEN TO WEST yELLOWSTONE OR WHITEFISH OF THE NORTHERN ROCKY MOUNTAIN. fROM SALT LAKE IT IS ONLY A MATTER OF A DAY'S DRIVING TO ANY ONE OF fOUR ASSOCIATIONS NOT TO MENTION THIS ONE. -2- THE EMBARRASMENT ARISES WHEN THIS PATICULAR STUDENT ASKS IF I KNChI SUCH AND SUCH OVER AT SQUAW OR YOSEMI TE OR SUN VALLEY •. I MAY KNOW HIM OR I MAY NOT. THE STUDENT MAY ASK ME If I. KNOW WHAT ~THOD A CERTAIN TEACHER IS USING AT ANOTHER RESORT IN A DIFfERENT DIVISION. AN INTERFLOW OfCQRRESPONDENCE WOULD HELP SOLVE SOME .Of THESE DIFfiCULTIES. SIMILARLY,. IT WOULD BE POSSBLE TO STIMU-LATE ADVERTISING AND PROMOTION THROUGH ALL THE ASSOCIATIONS H:RE" IN THE WEST. FOR EXAMPLE. IF A CALifORNIA SKIER IS VISITING ALTA A~'O TAKING LESSONS HERE, I SEE NO F<EASON WHY WE CAN'T EDUCATE HIM TO TAKE SK I INSTRUCT IONS WHEN HE, GOES BACK TO Ct,L I fORN IA AREAS TO SKI; I ALSO BELIEVE THAT THE GENERAL IMPRESSION RECEIVED BY THE SKIING PUBLIC IS THAT THE SKI INSTRUCTORS HAVE NO CLOSE CORRELAT I ~N AMONG THE 0 I FFERENT SECT IONS Of' THE WESTERN UN ITED STATES. . WHILE I WAS IN SUN VALLEY LAST WEEK fOR A fEW DAYS, I TALKED THIS THING OVER WITH SARNEY MCLEAN. HE WAS IN FAVOR Of AN INTERCHA;~ G I NG OF IDEAS BOTH THROUGH CORRESPONDENCE AND PERSONAL CONTACTS MADE AT CERTIFICATIONS. HE WAS ALL FOR YOUR IDEA OF INVITING DIFFERENT INDIVIDUALS fR~~ A NUMBER Of THE CLOSELY ,ASSOCIATED DIVISIONS IN THE WEST TO ACT AS LECTURERS AND CONSULTANTS AT THE SK I TEACHERS COURSES.· I ALSO TALKED WITH HANS SARABACH FROM WEST ~ .. YELLOWSTONE AND HE IS ALL IN FAVOR OF" GETT ING MORE OF THE ·SOYS . . TOGETHER fROM THE INSTRUCTOR GROUPS AT OUR CLINICS AND CERTifiCATIONS. THIS WOULD GIVE THE BOYS A CHANCE TO SEE WHAT THE OTHERS ARE DOING I, THROUGHOUT THE WESTERN SKI AREAS. WHAT IS YOUR OPINION, BOB? . DON'T YOU fEEL THAT THIS WOULD BE A DEfINITE START THAT ~OULD NOT ~ET WITH TOO MANY BOTTLENECKS? . YOU MENTIONED ANOTHER pROBLEM THAT MIGHT PLAUGE OUR ORGANIZATION-- THAT OF" BEING TOO LIBERAL WITH GIVING OUT CERTifiCATES. I fEED THAT WE HAVE A GOOD START SINCE AT OUR fALL CERTlrlCATION ~E DEMOTED SEVERAL Of THE BOYS. ONE GOOD fACTOR IS THAT THE ISlA IS STILL UNDER THE PARENT GROUP AND ITS COMMITTEE CHAIRMAN, MR.' F. C. KOZIOL. WHO IS ALSO ONE Of THE MEN IN THE fOREST SERVICE AND HAS DONE A GREAT DEAL TO RAISE ThE REQUIRE~£NTS fOR TEACHERS TEACHING ON FOREST SERVICE LANDS. AT pRESENT ALL TEACHERS TEACHING ON THESE LANDS ARE CERTIfiED AND MUST BE CERTIF"IED ITTHEY ARE TO HAVE THEIR SPECIAL USE PERMITS RENEWED. UNDER THIS KIND Of A SET-UP WE HAVE ALL THE BACKING WE NEED TO STRENGTHEN THE R~QUIREt-£ NTS EVEN TO THE POINT Of DEMOTION., BOB. I WOULD LIKE YOU TO KNOW THAT I REALLY APPRECIATE ALL YOU HAVE DONE TO HELP US UP HERE. I HOPE lHAT I CAN HAVE A CHANCE· TO REPAY YOU SOMEDAY. I WON'T MENTION THE WEATHER ANO SNOW CONDITIONS SUBJECT SINCE THAT PROBABLY. IS A SORE SPOT WITH BOTH Of US. JEASUS, WHAT A WINTER! .. THANKS AGAIN. OOB. BL (NCS. Yosemite Mr. Tomml Tyndall President, FWSIA Los Angolen Athletic Club 431 West Seventh Street Los Angeles, California De ar Tommi: 874 hast South Temple Salt Lake City 2, Utah June 28, 1952 As previously explained to you in my last letter, I am submitting a pro~ress-report to the temporary members o~ the NCBlA, the certlftcatton chalrmen tn thofle dtvTsions who do not have organized instructors' groups, and to teachers tn those areas who will be interested Tn our National Council of Ski Instructors of Amertca. Please realize that my report 1s not an accumulation of my personal ideas. It Is based upon your counter-proposal or May 26, 1952. However, I have included with the NCSlA revised plan an introduction to the subject of national certtfication, the indenendent instructors' groups, and the conception of the NCSIA. Your revised plan has not been changed in any manner other than certain secttons have been double-spaced for reasons of clarity in read1ng. Single-spaced, typewritten material can be dtffToult to comprehend and could easily dtscourage people from readtng its contents. The report is composed in three sections: Part I is an introduction to certification in the United States, the formulation of the independent instructors' groups, and the attitude on the ~ubject ofJprofessTonal and amateur interests. I have used references for my informatton; such as, your articles in the November and December, 1948, issues of the Skier; and articles written by people concerntng teaching and certtficatlon whIch were taken from ski annuals and other publicat~ons over the past ten years. Part II is a summary of our formulatIon of the Nat~onal Council at Squaw Valley; our jl")int actt on concerninp: the NSA comm!. ttee' s ~roposal on national certTf'.catton; the actton taken at the NeSIA meeting at Estes Park; and your letters introducing the c0unterproposal. Part III ts your plan writen word-for-word wlth a few j. '</' , " e Mr. Tommi Tyndall 2 June 28, 1952 footnotes of explanation in two aecti.ons that I thought might cause some mlsunderstandlng. For example, where you state that the age of certified tnstructors should be 21 years, it is clearly obvlous to me and you why this 1s necest"ary, but it mtp:ht not be clear to someone not familiar with the situation. ~'heretore, I explained in a footnote ~h1 we thouRht this neces~ary. These exnlanattons are few and do not distract from the text of the proposal. We felt from the att~tude at the NSA Convention that a report of thls nature was necessary to explaln to those tndlviduals who are not acqualnted w1th the lnstructora' issue, our independent organtzatlons, and our des1ree to afflliate our interests. It was evident at the Estes Park convention that our problem is not in merely submitting a proposal; but it is how we present that proposal. The only answer 1s to tntroduce it in an unbiased, honest manner. The results of my research on this subjeot are sel~-evident to the ideals that we are trying to obtain. Thisresearch 1s the com~iling of infor.matlon from you and other people who have contributed to the issue. I have listed my referenoes and given those people oredit to whose writtlngs r have referX'ed. The report has been corrected and revised by an unbiased . observer, the Bureau of Economic and Business Research O:l the ' University of Utah, so I am positive that its presentation will be correct. The compilatton ts rather long, but Bob and I felt that this would be necessary it we are to tell the whole story tn a manner that can eastly be obsorbed by a person who 1s not acquainted with our problem. Its presentation 1s ,purely a matter ot sal •• nsychology. Tomml, I have put three-weeks' work into this damn thIng when I should be looking tor a job, but I teel that the time was well-spent. I am going to have this renort mimeographed Monday, so that I can send copies to everyone next week.
