RESPE'r.TF,ULL Y 'SUBM 1 TlEO ~ WILL lAM R. LASH TEMPORARY SECRETARY, NATIONAL COUNCIL Or SKI INSTRUCTORS Of AMERICA • MR. J. K. SMITH, JR. WEST YELLOWSTONE MONTANA DEAR K.: 874 EAST SOUTH TEMPLE STREET SALT LAKE CITY 2, UTAH JUL Y 1 0, 1 952 THE PROBLEM OF THE PLAN OF NATIONAL CERTIFICATION WHICH I WROTE TO YOU ABOUT IN MAY AND YOU GAVE ME AN OPINION ON JUNE 4, HAS BEEN A REAL HEADACHE FORME. AT THE NATIONAL CONVENTION I ATTENDED A COMMITTEE THAT DISCUSSED THE PROBLEM OF NATIONAL CERTIFICATION. THE REPORT WHICH FOLLOWS IS THE RESULT OF THIS MEETING. THIS REPORT WAS ALSO TO INCLUDE THE PROGRESS OF CERTIFICATION AND THE INDEPENDENT INSTRUCTORS' GROUPS IN THE UNITED ~,TATES. IT IS NOW SUBMITTED FOR YOUR APPROVAL. BEFORE YOU START THE TEDIOUS JOB OF READING THE REPORT, I WOULD LIKE TO EXPLAIN THE SITUATION TO YOU. FIRST, THE NATIONAL SKI ASSOCIATION DOES NOT WANT TO CONTROL THE SKI TEACHING PROFESSION. HOWEVER, THE SKIING PUBLIC OF THIS COUNTRY IS DEMANDING THAT SOMEONE DO SOMETHING ABOUT THIS SITUATION OF A DIFFERENT CERTIFICATION IN EACH DIVISION AND NO CORRELATION BETWEEN. SECOND, MOST PEOPLE IN THE NATIONAL DO NOT WANT TO SEE A NATIONAL UNIFIED TECHNIQUE, BUT THEY DO WANT TO SEE THE CERTIFICATION PROCESS STANDARDIZED. THAT MEANS THAT THERE WOULD NOT BE A STANDARDIZA-TION OF TECHNIQUE BUT THERE WOULD BE ON SKIING ABILITY, PRESENTATION, DEMONSTRATION, CLASS CONTROL AND DIAGNOSIS. THE FACT IS THAT THE NATIONAL HAS GIVEN THE TEACHERS AN OPPORTUNITY TO EXPRESS THEIR OPINION AND IDEAS. THEY HAVE GIVEN US A FREE HAND TO AFFILIATE OUR ASSOCIATIONS AND TO COORDI-NATE OUR LINES OF COMMUNICATIONS. THIS REPORT IS ON~Y A PROPOSAL FOR A NATIONAL AFFILIATION WITH DIVISIONAL CONTROL THAT WILL ENABLE US, THE TEACHERS OF THIS COUNTRY, TO WORK WITH THE AMATEURS TOWARDS SOME METHOD OF BETTERING OUR PROFESSION AND THE SERVICE RENDERED TO OUR CLIENTEL. THIS IS ALL EXPLAINED IN THE REPORT. 2 J .. K. SMITH, JR. JULY 10, 1952 I APPOINTED YOU TO BE ON THE TEMPORARY NATIONAL COUNCIL. THIS DOES NOT MEAN THAT YOU WILL HAVE TO ENGAGE YOURSELF IN A LOT OF DETAILED WORK; BUT IT DOES MEAN THAT YOU WILL HAVE AN OPPORTUNITY TO EXPRESS YOUR OPINIONS AND OFFER YOUR CRITICISMS. THE NATIONAL COUNCIL IS COMPOSED OF SOME INFLUENTIAL INDIVIDUALS IN THE SKI WORLD. THER~FORE, ANY PLAN THAT WE EMBARK UPON SHOULD BE REPRESENTED BY PEOPLE LIKE YOU. IF WE F41L NOW, IT IS OUR OWN FAULT AND WE CERTAINLY DESERVE TO HAVE THE NATIONAL INTERVENE WITH SOCIALISM -- AS YOU SAy. REMEf\1BERK, THAT YOU AND I NOW HAVE AN O[)F)OI<TUNITY TO DE-VELOP A PLAN OF NATIONAL AFFILIATION THAT WILL BE A TRIBUTE TO OUR PROFESSION. THIS REPORT IS NOT GOING TO BE THE LAW; IT IS TO BE OUR WORKING PLAN FOR DISCUSSION. PLEASE GIVE IT YOUR ATTENTION; I REALIZE THAT YOU ARE BUSY, SO TAKE YOUP TIME ON IT. I DO WANT YOUR OPINION BECAUSE YOUR IDEAS ARE SOUND AND YOUR CRITICISMS CONSTRUCTIVE. YOU HAVE HAD A GOOD DEAL OF EXPERIENCE IN SKIING K., SO WHY NOT LET SOME OF THE OTHER TEACHERS BENEFIT BY THAT. e~BMITTED' WILLIAM R.
