It soullds silly I know, but. since that time, I have only been 1.n to\m n few weeks and have been completely snowed under wOile here. I ",ant to apologize for not having answered you. 'I'h~ amount of research that you have done on this subject must have been great. The most important comment that I can make regarding the presentation concerns Part III, Proposed Plan for Certif1.cation of Ski Instructors by the NSA. I do not see in this section where it specifically spells out who is responsible for the certification of the ski instructor. I would interpret it to be a mnjority of the examiners since it is not stated othcrwir,e. Since it <locB,provlde that the Instructors Associations will provide a majority of the examiners, this would then, in effect, be that the instructors certify each other. This situation might easHy briug about the downfall of the entire program. I would be very grateful if you would : give me your views on the subject. The Inst paragraph on Page 5 - I quote " a unified technique under national control is not the solution as each division has itr. particular teaching terrain and problems". It is my experience that the problems are common to all and ,,,hen I see an Easterner, who is ac-customed only to packed icy slopes, spend his money to come '-lest to ski in the powder, it is very pathetic Si~lt. I know a number of good eastern skiers , competitors in fact, '¥lh0 are completely lost \ when the snO'l" gets above their boot tops und this is indeed a sad 'situation, since there is a technique that works for both. On top of Page 6 you mention thl1t a "Mnnufll could catalogue i I the different teaching techniquea". It occurs to me tlLnt Lhin mJl')II, Mr. Lash - ~ - Feb. 12, 195:1 be quite a difficult cituat:i.on since there 1s rapid change in skiing and if it is done at all, it should be d0ne in a general way. I would hate to see a system become frozen because it was in printed form and therefore difficult to revise. If however, it was revised repeatedly, it might work very well. On top of Page 16, there is mention of the candidate having to have Red Cross First Aid Certificate in good standing at all times. This might be spelled out in more detail since the Red Cross issues a number of different types of certificates of First Ain. My recollection is of having a Standard, A<1vanced and Ski Safety u!ldFirst Aid Certificate, all three of them being different. On page 18 regarding Revocation of Certification, paragraph \ "c" reads " the connnittee provided bor by these provisions". Exactly \ which conunittee is referred to? This mir;ht also l)e npelled Ot~t ! more detail. A duel responsipility is set up by this aforesaid lan(;Uage and miBht be the <:ause of a splendid argument behreen the Divisional Co;;nnittee and the Divisional Instructors Organization. I have ahmys found it dangerous to make two people responsiulc for the same thing - the result - nothing happens or a helluva fiL~ht enrlUe~. Also on Page ill8 under the heading" Existing Instructors VIII" this automatic acceptance by the National Ski Association might aJ.Go cause some trouble in the future unless it is handled carefully. It '!Quld seem to me, that it would be better to screen existing instructors, as I 1m.ow they should be from my last experience with them, in order that the divisions make certain with an understanding with the Nati.onal Ski Association, that all certified instructors are capable of National. certification. I fear if the National begins to chop off ajfew previously certified instructors that the whole system may become embroiled in a big argument and ultimately fail. Page 19 under Divisional Certification Committee, I notice that it is proposed that there be a member of divisional certification I from each of the districts of the divisions and not more than two additional members. It occurs to me that first of all, som~ divisions are not broken up into districts and secondly, thone that are, such as the Far West Ski ACGociation, mJ.Ejht not have u llCl'aOn :In each dlotrict capable of or interested in working on this subject. This pOints back to the first objection I raised in this letter, that divisional associations under the Tyndall program are stripped of the responsibility of cert:l.fication. I have discussed this matter quite j a number of times over' a period of years ,:rHh Mr. 'l'yndall and he oeems I set in his desire to have instructors certify instructors rather than . have the Association certify the instructor. To be rather blunt, if it becomes a program uhere instructors hang bade;es on each other, I can see nothing but trouble ahead. '1'hio 1n like the fatal arrangement of directors of a corporation re-electing themselvc3, 01' senators nnll congressmen re-electing themselves or their successors. It leaves the instructors group >Tide open for all sorts of criticism. It "<Tould be like shooting fish in a barrel and the instructor::; ':rill be the ones in the barrel and I am quite certain the National Ski Association and its Divisions will have nothing whatsoever to do with such a program. To my knowledge, such a proGram has never been effected in any country in Europe. In fact, over there, they arc nm by the p;ovcrnment, '~hlch vTe truGt will not; toke place here but. Paragraph XI at bottom of page 20 and continued on page 21, presents other problems which are not entirely clear. It states that presidents and secretaries of the divisional instructors association are eligible to serve on the National cowlcil. It is not clear to my mind whether they shall or shall not and what shall control whether they shall or shall not. I am lookin~ forward to bein~ with you and other key men involvad in this work while we have an opportuni ty to iron out the many detailed problems facin~ Western professionals, the Forest Service, the N.S.A. and its divisions. Otto Steiner as well as Earl Bachman of the Regional Office of the U. S.
