Wells published General Orders No. S-outIining the rules of marching maneuvers and the formations of regiments. This military circular recommended that the Mormon military men be instructed and drilled until they became "tolerably advanced in the school of soldier_"ZI In September, Governor Young declared martial law throughout Utah Territory. He issued a proclamation stating: Citizens of Utah - we are invaded by a hostile force who are evidently assailing us to accomplish our over throw and destruction, ... The issue which has been thus forced upon us compels us to resort to the first law of self preservation and stand in our own defence, a right guaranteed unto us by the genius of the institutions of our country, and upon which the Government is based. Our duty to ourselves, to our families, requires us not to tamely submit to be driven and slain, without an attempt to preserve ourselves, , , The governor then forbade "all armed forces ... from com109 mto this Territory." He proclaimed that "all forces in said Territory" are to "hold themselves in readiness to march, at a moment's notice to repel any and all such invasion. "28 In ~ovember, several hundred Mormon soldiers were sent into the mountains, according to Silas Richards, "to check the advance of our enemies who were threatening to exterminate us from the ~ face of the earth. "3Q Richards also reported that twenty soldiers ~1>'-"'J from Union were among those "gua~g!h~~!"~~!!~~.!!~~tW1;Jtching-S the movements of Johnston's army."3' (Albert S. Johnston commanded the expedition.) At this time, Warren Foote was "Major's Adjutant" of the Sth Battalion, 2nd Regiment of the Territorial Militia. He took command of this detachment because Major (Easton) Kelsey was seldom at home. Adjutant Foote reported: We were ordered out for drill and inspection, and the Battallion was placed in condition for active service .... In the meantime detachments of Infantry was sent out to Echo Canon to make defences and ambush-cades. I was frequently ordered to send out detachments of men from our Battalion. I generally raised the de~chments and provisions without much trouble, as every body seemed to feel that we were in the right. 32 On November 21, Major Kel~ey of the Cottonwood Military District received orders to send men to blockade Echo Canyon.
