So it was like saying, "Hey, change, please," in a way. GC Do you know of any instance where the state or another agency was perhaps slow in getting the money for the projects? RG They had a lot of problems getting the money. GC The money, was it just one large sum or was it increments-every two weeks? RC No, it was on a,most of the federal funding is on a vouchering system, which is a monthly system. In other words, a local operation, let's say in Corpus Christi, would submit a monthly voucher for the amount of money they need to spend in one month. The local employment office would then sort of approve the funding of that amount of money. GC What if they didn't? When you say sort of, what do you mean? RC Well, they approve because, I say sort of because this money belongs to SER already. It was already allocated out of the National Office of the Department of Labor in Washington, D. C. But here was a local office exercising authority over the release of money that had alreaey been allocated. GC Federal money. RC Federal m.oney. So it was a very awkward system .and we had a lot |
