It's possible that if they do th3t, they might themselves try to kill the monster right? It's possible that also the community which has its needs, which far surpasses the funding that SER has or that it will have in the next two or three years, for that matter, that the needs of the people may sort of put SER in a courtroom and say forget it, it's not relevant anymore, it's only s·erving so many and here the need sort of overwhelms. For example;· we are serving one out of every person who comes into any one of our particula~ offices in the country. Well, that's not· the ineffectiveness of the .organization. But it is the fact that there are about four more, three more people for everyone that gets services. That's too many people to serve. Somebody is going to be dissatisfied and most of the time SER will end up the buffer, the scapegoat. So those thing~ might happen. And it might also happen that the federal government can be strong enough to at one time say, this has gone far enough. We have created an organization, we are against organization, I think that it is known that they are against this type of creation and they could possibly do away with it slowly, systematically, strategically and they could.
