Show ··. INTERVIE~-1: Cuellar Page 8 GC: Can you go into some detail about what is expected of SER? For example, what is SER proposed to do, what was it originally set up to do? Was it just to serve the community, was it to and if so, in what specific areas? RC: Yes. SER very simply is more or less, let's say that Jobs for Progress, which is a national board of directors composed out of the GI Forum and LULAC, is an organization formed specifically to sell services. And right now they simply sell services to the fed era 1 government. The fed era 1 government is paying a 'C:erta in amount of money to SER for a given amount of services naturally, so ·it's a contract, an agreement. SER is going to compromise so as to say, deliver to the federal government so many people placed and trained to do certain jobs, to make certain salaries to improve the lives of a number of people, that's in very simple terms, contractual terms, that's what the federal government buys, that's what they expect to get. In retrospect, that's what SER sells, that's what SER intends to deliver. But I think that unavoidably there's a part that nobody wants to talk about most of the time. And that is that if you set up an organization, what is inherent in setting up an organization with you, well it is very simply survival, right? GC Right. RC You want ·to make sure that that organization continues. So how |
