Therefore j we do not wish to deprive these people the opportunity to teach in the interim between now and the next board meeting. Naturally these applicants cannot yet be officially qualified. During this tim e would you kindly refrain from advertising to the effect that these people are qualified by the ISIA 0 The certification committee will recommend to the Board of Directors that no applications for registration be accepted from the Brighton Ski School untn after the individual has been examined for certification at a regularly scheduled ISIA examination. Our reason for this recommendation is the fact that we feel that in past years the use of temporary non~cerlified people has been abused by the Brighton Ski School and has resulted in abuse to the public in the form of poor ski instruction. Allow us to explain why we feel the Brighton Ski School has abused the public 0 The temporary status was originally set up in 1956 J by the U. S. Forest Service~ to allow a training period in small~ outlying ~ weekend areas where certified instrucbrs were not available. Or to allow a major ski schoolJlin an emergencYa to use non-certified personell for an interim period between exams 9 (at that time held spring and fall) 0 Our, newt=xam proceedure Page 2 K Smith~ has all but eliminated the need for temporary permits in a large school. It is our feeling that you picture temporary people in an apprentice capacity. Our associate instructor is the apprentice phase of our certification program. Over a period of five years (1957 thru 1961) you were granted 24 temporary permits. All other schools in the Intermountain area combined were granted 15. Of your 24 j 12 passed an exam-- of the combined l5~ 11 passed the exam. During the 1961~62 season you used 6 non-certified instructors while no non-certified people were used in an yother school. Of these six, three passed the exam ~ three failed during the spring, one of the three failures .passed at our Dec 0 23 ~ 1962 exam. The fact that you have used so many more non-certified people certainly looks like it has been a matter of policy 9 not emergency, and the fact that little better than 50% of these have passed an exam indicates a lack of training program in your school. Further indication of lack of training or contact is the fact that our board of examiners Dec. 23 ~ 1962 at Brighton found your associate instructor Dick Mulder 9 who was attempting full ceriification J to be below associate standard and have requested re-examination. We also feel that the ratio of non~certified people you are requesting to be very unrealistic. You tell us that they will be week-day or full time instructors working with only one full certified man (yourself) and one associate apprentice {Ken Hansen} as supervisors. This is an impossible situation 0 Since the chief objective of the ISIA is to see that the skiing public gets good dollar value in ski lessons J and we feel that students 9 who have taken lessons from your non-certlfied instructors ~ave not» in at least 50% of the lessons $ received this value» we' are therefore making this recommendation to our Board of Directors. We realize that over a period of years many good tnstructors have come out of the Brighton Ski School o .In some cases we have questioned why they left but this is another unrelated story. We also realize that you have problems in obtaining certified instructors but your problems are not unique in that respect 0 With an intense re~ cruiting and training program your instructor problem could be solved to the point where non certified teachers would be a rare necessity.
