In this connection, it should be noted that there has been no legislative at- tempt to prorate ground water among competing uses, to limit the amount of water which actually may be mined, or to specify where the water may be used. Also, the act is somewhat vague as to what is meant by all wells "on one property." Attempts to revise and broaden the act have failed in the legislature.
