Other public agencies at the State and local level having some interest in the development or conservation of the State's water resources include the: (1) State game commission;68 (2) State fish commission;69 (3) State land board;70 (4) State marine board;71 (5) State highway department-parks and recreation divi- sion ;72 (6) State department of agriculture;73 (7) State forestry department;74 (8) State soil and water conservation committee;75 (9) irrigation districts;76 (10) drainage districts;77 (11) domestic water supply corporations;78 (12) diking districts;79 (13) water improvement districts;80 (14) water control districts;81 (15) corporations for irrigation, drainage, water supply, or flood control.82 3. Surface Waters The acquisition of water rights pursuant to the appropriation doctrine has been of dominant interest in Oregon since 1909, when legislation was enacted making the appropriation doctrine the system of water rights in the State. However, since riparian rights could be acquired prior to that time, it is necessary to consider both types of rights in order to understand the water right structure in Oregon today. 3.1 Method of Acquiring Rights a. ACQUISITION OF RIPARIAN RIGHTS A riparian right is acquired as an incident of the ownership of land which is adjacent to a watercourse.
