WATER RESOURCES BOARD Alaska has created a water resources board which is composed of seven members, with the commissioner of the department of en- vironmental conservation serving as an ex officio member.45 The com- missioner of the department of natural resources is the executive secretary of the board.46 The board's duties are primarily advisory in nature, and it has the responsibility to advise the Governor on all matters relating to the appropriation and use of water, includ- ing such items as: available water supply and plans to meet future requirements; development of the State's water resources, including multipurpose uses of water; the prevention of pollution; and the protection of the fish and game resources of the State.47 D. DEPARTMENT OF HEALTH AND SOCIAL SERVICES This department is authoried to collect and evaluate data con- cerning the quantity, location, and quality of the water resources of the State.48 The department may also require the filing of well drillers log and other information concerning the flow of the well, the type of aquifer in which the well was drilled, and the well's general characteristics.49 Alaska has enacted legislation to provide a safe water and hy- gienic sewage disposal facility in villages.50 The commissioner of the department of health and social services, after consultation with local authorities and the appropriate public agencies, is authorized to provide for the construction of at least one such facility in each village.51 Once the facility is constructed, it is the responsibility of the village governing body to maintain and operate it, and the com- missioner cannot undertake construction of such a facility until he receives such assurances from the village governing body.52 However, the commissioner may make grants to the village for this purpose if local funds are insufficient.53 E. COMMISSION FOR OCEAN ADVANCEMENT THROUGH SCIENCE AND TECHNOLOGY This commission is created in the office of the Governor for the purpose of developing and maintaining a comprehensive, coordi- nated State plan for the orderly long-range conservation and de- velopment of marine and coastal resources of the State which will insure their multiple use in the total public interest.54 The act creat- ** Sees. 16.05.870 to .900. 46 Sec. 46.15.190.
