Pages were scanned at 400 ppi on Fujitsu fi-5650C sheetfed scanner as 8-bit grayscale or 24-bit RGB uncompressed TIFF images. For ContentDM access the images were resampled to 750 pixels wide and 120 dpi and saved as JPEG (level 8) in PhotoShop CS with Unsharp Mask of 100/.3. Foldout pages larger than 11" x 14" were captured using a BetterLight Super 8K-2 digital camera back on a 4x5 view camera (100mm Schneider APO lens). Oversize images were resampled to 1500 pixels wide. Optical Character Recognition (OCR) by ABBYY FineReader 7.0 with manual review. |

Show ARIZONA 107 has been a recognition of other values. The types of uses recognized by statute in Arizona was expanded some years ago to include the appropriation of water for recreation and wildlife, including fish,20 and this seems to have caused no particular administrative problems. B. OTHER AGENCIES AT THE STATE LEVEL The responsibilities of the State land department for water right administration are discussed elsewhere in this chapter and will not be repeated here. However, there are additional agencies at the State level which have responsibilities in this area, and they should be noted. The Arizona Water Commission has the responsibility to prosecute and defend Arizona's rights and claims to interstate streams, to formulate plans and develop programs for the development and con- servation of the waters of the State in coordination with other State agencies, to represent the State in hearings and negotiations with other States or the United States, and to consult and cooperate with the Secretary of Interior in regard to water development projects in Arizona. The 1967 Arizona Legislature adopted a State water and power plan which authorized this Commission to construct and maintain the Central Arizona project in conjunction with the Arizona Power Authority, and also granted the Commission addi- tional general planning powers.21 The Arizona Power Authority was created in 1944 to receive electrical power developed from the waters of the mainstream of the Colorado River by the State or the United States. The authority is authorized to construct facilities to distribute this power to the various marketing areas of the State.22 C. AGENCIES AT THE LOCAL LEVEL The following public organizations and districts may be created in Arizona: (1) Agricultural improvement districts23 (2) Drainage districts 24 (3) Electric districts25 (4) Flood control districts26 (5) Irrigation districts 27 (6) Power districts28 (7) Irrigation water delivery districts29 3.
