Pages were scanned at 400 ppi on Fujitsu fi-5650C sheetfed scanner as 8-bit grayscale or 24-bit RGB uncompressed TIFF images. For ContentDM access the images were resampled to 750 pixels wide and 120 dpi and saved as JPEG (level 8) in PhotoShop CS with Unsharp Mask of 100/.3. Foldout pages larger than 11" x 14" were captured using a BetterLight Super 8K-2 digital camera back on a 4x5 view camera (100mm Schneider APO lens). Oversize images were resampled to 1500 pixels wide. Optical Character Recognition (OCR) by ABBYY FineReader 7.0 with manual review. |

Show 654 RHODE ISLAND portion of the water elsewhere.27 It is also necessary to obtain the written approval of the board before an agency or company may transport any waters of the state into any other State.28 With the approval of the Governor, the water resources board may acquire dams and damsites, waters, water rights, and other property and may construct or purchase reservoirs and wells in order to provide for the development of the State's water resources.29 The board may lease any of its facilities to municipal agencies or special districts, or it may contract with municipalities or special districts for the purchase of water from board facilities.30 The board may borrow money and issue revenue bonds to raise the capital needed for the construction or purchase of water supply facilities.31 Anyone engaged in the drilling or construction of water wells must register with the board of water resources annually and must submit a well driller's report to the board within 30 days after the completion of any well. The board may adopt rules and regula- tions relating to the registration of well drillers and submission of well driller's reports.32 The director of natural resources is responsible for the regulation of dams in Rhode Island. No person or agency may construct a dam or reservoir without first filing plans and specifications with the director of natural resources and obtaining his approval.33 The di- rector may also require every person owning or maintaining a dam or reservoir to submit a full and complete description of the facility,34 and he is to periodically make a thorough inspection of every dam and reservoir in the State.35 If the director finds that any dam or reservoir is unsafe, he may require the water in the reservoir to be released and require such alterations and repairs as he deems neces- sary to make such facility safe.36 If the owner or person having control of the dam or reservoir does not expeditiously release the water and repair the dam or reservoir as ordered, the director is authorized to seek court enforcement of his order.37 The director is also responsible for the care and supervision of harbors and tide waters,38 and the control of obstructions in navi- gable waters.39 Any person who builds a wharf, bridge or other structure into or over any public tide waters must file plans and specifications with the director and receive his approval before be- ginning construction.40 3.
