Show OREGON 035 tween users; (3) the ground water supply in the area is being over- drawn; or (4) the water quality is deteriorating.158 Also, the engi- neer may initiate such proceedings if he believes there is no unappropriated water in the ground water reservoir.159 If, after notice and hearing, the State engineer determines that circumstances require the designation of an area as a "critical ground water basin," he may issue an order defining the boundaries of the critical ground water area and he may include in the order one of the following cor- rective measures: (1) Closing the area to further appropriation: (2) determining the amount of permissible total withdrawal from ex- isting rights; (3) providing a system of preferences without regard to priority of rights; (4) reducing the principal withdrawal of ground water by individual users; (5) requiring the abatement of pollution; or (6) implementing a system requiring the rotation of use of ground water among users.160 Oregon also regulates well drillers and requires the licensing of well drilling contractors as well as well drilling machine operators.161 A well drilling contractor must notify the State engineer before commencing the drilling of any water well,162 and must submit a well driller's log to the State engineer within 30 days after comple- tion of the drilling process.163 Publications Available Institution for water resource research: Water Resources Research Institute Oregon State University Corvallis, Oreg. 97331 503-754-2942 Publications Hutchins, The Common-Law Riparian Doctrine in Oregon: Legislative and Judicial Modification, 36 Oregon L.
