Show DELAWARE 187 the functions of the State forestry department, State forestry com- mission, and recreation advisory council.11 The division of soil and water conservation has assumed the duties of The Delaware Soil and Water Conservation Commission and ad- ministrative functions of the boards of ditch commissioners.12 The division of environmental control is assigned part of the substantive and administrative duties of the Delaware Water and Air Resources Commission (to be discussed in some detail below), the administrative functions of the State "as a member of the Dela- ware Eiver Basin Commission," 13 and certain duties previously per- formed by the mosquito control commission and the State Highway Department.14 b. ADVISORY COUNCILS Each of the four divisions within the Department of Natural Ke- sources and Environmental Control has one or more advisory councils, and the chairmen of these councils comprise the Governor's Council on Natural Kesources and Environmental Control.144 To illustrate, the division of fish and wildlife has two advisory councils, one on game and fish 15 and the other on shell fisheries;16 the division of parks, recreation, and forestry has three advisory councils, one on parks,17 one on forestry,18 and a preexisting council on recreation.19 The divisions of soil and water conservation and environmental con- trol each have one advisory council, bearing the names of the re- spective divisions.20 The organization of the divisional advisory councils are similar to each other; and the functions are virtually identical. Unless other- wise provided by statute, there are seven members on each advisory council, appointed for 3 year terms by the Governor.21 The members of each council elect a chairman from the council membership, serve without compensation, but receive reimbursement for expenses.22 The basic function of each council is to advise its division with respect to problems within its jurisdiction, and to carry out related and sup- porting study and research. The statute governing the council on environmental control is typical: The council on environmental control shall serve in an advisory capacity to the director of environmental control and shall consider matters relating to the development, utilization, and control of all water, underwater, and air re- sources of the State and such other matters as may be referred to it by the Governor, secretary of the department or director of environmental control. The council may also study, research, plan, and advise the director, the secre- tary, and the Governor on matters it deems appropriate to enable the division to function in the best possible manner.88 11 Sec. 29-8007. 12 Sec. 29-8011.
