Show REGULATION8 GOVERNING LOGGING. . 637 that such log or logs contain not leas than 25 per cent of merchantable timber and that such log or logs are not less than 6 inches in diameter at the small end, said log or logs shall then be duly banked. 9. The logs scaled by any scaler must be kept se rate from the logs scaled by any other scaleri and each log shall be numbered inde%ly on one e d consecutively, in separate genes, and the number of three logs shall be entered in the permanent scale record opposite the scale of said logs, to the end that the work of any scaler may at any time be intelligently checked by the authorized supervisors of the work. 10. Records of the scale of the various kinds of timher shall be entered separately, except in particular imtsnces where the regulations may provide for a. record of the scale without regard to the kind or elam of timber, as when the timber is sold at an average price er thousand feet without re ard to the kind or class. 11. The 1nfians are authorised, througi the acting Indian a ent, to enter into formal contracts, in triplicate, with persons or firms for the sale 07 the logs cut from said diminished resenfations at the best prices that can be obtained therefor from reliable and responsible purchasers. 12. The acting Indian agent having su enision of the loggin shall, in his discre-tion, place in cha e of certain logging Ritricts, thelimits of wghich shall hereafter be determined byTim, the three superintendents of logging now employed at the Leech Lake Agency, and it ghgl be their duty to supervise all lo ging operations within their respective districts, and all minor technical questions o f procedure shall be referred to them, a?d the decision of A d superintendents of logging shall be final when a proved by s a~dac tin$Indian-aBgkent. , , 13, d insure prompt and usmess 11 e lomng, the said Indians are authorized, through said actin Indian agent, to hire the necessary labor, teams, camp equipage, logging material of all kinds wbahever, to purchase the neceseary prov~sions, fuel, forage, stationery, poatage, and to incur neceasary telegraphic expenses, and to pay the actual tnweling expenses of the Indian agent and of the superintendent of log-ging on official trips to and from his headquarters gnd fromamp to camp necessary for the economical and efficient conduct of the logging operations. Said expensesand all other expenses incident to and connected with the cutting and sale of said timber shall he paid from the proceeds of thesale of the logs. 14. Sad Indians are further authorized, through said acting Indian agent, if it is found to be practicable, economical, and in their opinion desirable, to hire from the respective purchasers who have contracted to buy the logs cut from said diminished reservations the necessary camp equipage, teams, logging outfits, etc., cam lete and to bu the neceasary pmvisionq fuel, forage, and camp supplies from asi$p=rl ties, or toxire the said loggingoutfits complete or to purchase the provision sand sup plies from other sources, or to urchase necessary logging outfits, or to hire lo ging outfits from persons or firms otier than the purchaser of the logs, if deemed dvisa-ble, and to pa for the hire of material and purchaseaf provisions and camp supplies from funds which eaid acting Indian agent, for and on behalf of said Indians, is hereby authorized to receive asadvanced payment of tEe lop from the purchaser, the amount so advanced to be credited to the account of said contractor and to he applied by said acting Indian agent on the payment of the logs purchased by such contractor. 15. said Indians are authorized, through said acting Indian agent, if found advis-able in the economical conduct of the logging operations, to sublet contracts for logging to res onsible and competent Indian6,or topersons orfinns who have agreed to purchase t i e logs, or to other responsible lo em, such arran ement to cover all ex enses of labor and material far loggin and%anking the sai8 logs at the points to selected by said Indians through sai4 acting Indian agent and in compliance with all the requirements of these rules and regnlations. 16. The headquarters of said acting Indian a ent shall be located at the Leech Lake Agency, and said acting Ipdian agent of tie Leech Lake Agency is hereby authorized and d~rectedto prov~dea ll necessary office spnce, fuel, and, so far as pos-sible,. official stationery for the use of said office. 17. No green or growing timber shall be cut or removed from said reservations except such as may be necessary for boom sticks and roadways. 18. The proceeds arising from the sale of the timber shall, after deducting all expenses incident to, connected with, and necessary to proper loggin operations, be deposited in the United States Treasury to the credit of the pmper ~nj ianse, xcept where timber iscut from allotted lands, in which event the proceeds, after deducting the roper and necessary expenses incident to cutting, banking, and scaling the same, shai he paid to the allottee by said acting Indian agent.
