The Indians of the White Earth and Red Lake diminished reservations, in Min-nesota, are hereby authorized, with the approval and under the continuing super-vision of Capt. W. A. Mercer, U. S. A,. acting Indian agent in charge of the Leech Lake A ency, to log and dispose of the dew3 timber, strtnding or Fallen, on said diminisied reservations. 2. Such timber on said diminished reservations aa will run 25 per cent merchant-able and measure not less than 6 inches in diameter at the small end shall be logged, banked, scaled, and disposed of as hereinafter provided. 3. Said Indians shall employ, through said acting Indian agent, Indians in the logging of said timber on said diminished resarv%tions, if there are enough mmpe-tent Indians to properly conduct the work, and if there should not be a su5cient number of competent Indians residing on said diminished reservations to pro erly conduct the logging operations, then preference shall he given to Chippewa lnsiana of other reservations in the State of Minnesota, and after these resources have been exhausted the employment of white labor is authorized, to the end that operations once having been commenced may he pushed to a successful conclusion during this logging season. 4. Said acting Indian agent having supervision of the l o y g is authorized to employ competent white men as foremen to have chalpe of ogpg camps. The logs shall he cut into such merchantable lengths as will best enhance the value of the same, and shall he banked on the shore of the nearest stream or lake or on the nearest line of railwav that will errn nit of the sale of the log-s to the best advantage. 6. The acting Indian agent having supervision of the loggin is authorized to employ a sufficient number of competent scalers, whose duty it #%all he to sale 811 logs under "Scribner's Rules," and said logs shall, when sold, be disposed of on the basis of the sale rendered by such scalers; and he is authorized to pay said sealers not exceeding $60 per month, one-half of which shall be paid by the actin Indian agent having supervision of the lo ing, from the proceeds of the sale of the%@, and the other half b the purchaser oEhe logs. 7. Scalers shail be required to kee a permanent scale record and shall submit a weekly report of all work periorme$hy them to the superintendent of log .ng in charge of the district within which they are employed, and the superintenfent of loggin shall forward a copy of said report to the office of said acting Indian ent 8. ~ % leog s shall be scaled at the landings, and all logs containing not lesszan per cent of merchantable timber and which are not less than 6 inches in dianeter at the small end shall he sealed, and should any difference of opinion arise between the scalers and the loggers or between the scalers and the purchasers of the logsas to the quantity of merchantable timber in any log or logs, the matter shall he referred to thesuperintendent of logging in charge of the district, and if it is determined by him 636 |
