Citizens for a Responsible Central Utah Project 721 2nd Ave., Salt Lake City, Utah WHAT IS THE CENTRAL UTAH PROEJCT? CUP, as it is called, is a transmountain diversion of Colorado River Basin water located in mountain rivers in northeast Utah to the Bonneville (Salt Lake) Basin in western Utah. This massive water development - the second largest Water and Power Resources Service project in the country - moves stream water through a complex of dams, reservoirs, aqueducts, canals, and mountain tunnels. The purpose is to keep Utah's water entitlement to Colorado River within State boundaries for State development purposes before lower Basin States develop their claims first. USE IT OR LOSE IT is the Basin States'motto! Opponents are saying that the CUP is the wrong project, at the wrong time, in the wrong place! WHY? Economics Cost of the Project has increased from approximately $320 million to more than $1.5 billion for the Bonneville Unit, the largest of 5 Units to be constructed. This will substantially increase cost of water to both Utah users and to Californians buying power developed in Utah. Charges to municipal and industrial water users in Utah from the proposed repayment contract between Central Utah Water Conservancy District and the Federal government will rise from $60 per acre foot to anywhere between $163.62 to $339.31. The true subsidy of this Project to water users can oe shown by the fact that water was recently sold for $1,750 per acre-foot by Utah farmers. Included in this subsidy is the 3.22% Federal interest charge on reimbursable costs. And the proposed renogiated contract stipulates a repayment ceiling seven times greater than the present ceiling.
