Show • Constructed waterway costs were developed by Economics Division, Board of Engineers for Rivers and Harbors, Department of Army. These costs include all operating expenses and taxes, plus an amount equal to a return of 4 percent on investment after taxes. Allowance has also been made, by the addition of terminal charges, for necessary additional services required to place the traffic on a competitive basis with rail service. » S. Doc. Rail costs developed by Edwards formula, as used above, include, in addition to operating expenses, taxes and rents, passenger service and 1. c. 1. deficits, an amount representing 4 percent on investment after taxes, plus estimated costs for less and damage claims. • Published Water Common Carrier rates are for line-haul only (port-to-port), except as noted, and do not include any additional terminal charges; these rates apply only to traffic subject to regulation which comprises a minor portion of the tonnage carried. Bulk commodities generally do not move at published rates. <f The costs per ton-mile do not include annual charges for interest and amortization of Federal costs, or operation and maintenance costs of the waterway. For the year 1948, such costs amounted to 4.9 mills per ton-mile on the upper Mississippi River (Federal costs of $8,295,000 divided by 1,691,094,000 ton-miles). It should be noted that the ton-miles for the commodities shown above include ton-miles performed not only on the upper Mississippi River, but on connecting waterways as well. Any consolidation of the 2 cost factors, for any purpose, should be made with this understanding. • The item of 1,990,554 tons represents 20.7 percent of the total 8,648,980 tons of waterbome commerce transported on the upper Mississippi River during 1948. / Rates include destination unloading and switching charges. i The estimated level of rail rates on particular movements obtaining in the absence of water competition; from a study of rail tariffs for equidistant noncompetitive transportation and fourth section relief granted by the ICC. • Averages for passenger service and I.e. 1. deficits are based on 9.7 percent of the fully distributed cost for the Eastern District; 13.6 percent for the Southern District; and 12.2 percent for the Western District; allowing for 4 percent return on the passenger and 1. c. 1. portion of the property.
