Agency Reports-Legal Please prepare separately each of the following eight reports, in the form specified at the conclusion of the listing, and submit each report as soon as completed in tentative form: (Name of Agency) Water-Resources Responsibility and Participation A brief, narrative statement of each of your agency's responsibilities for, and participation in: (a) Development of water resources. (b) Utilization of water resources. (c) Conservation of water resources. (d) Land uses related to development, utilization, and conservation of water resources. (e) Other public purposes to the extent that they are directly concerned with water resources. II (Name of Agency) Analysis of Water Resources Authority A sectional analysis of each statute and executive or administrative order imposing a responsibility upon your agency or authorizing its participation in any of the cate- gories specified in I above, omitting those sections unrelated to your agency's responsibility or participation. At the end of each statutory section analyzed, state within parentheses the date of the act of Congress, and also the citation to the United States Statutes or Revised Statutes and the United States Code; include like references for amendments. In the case of executive or administrative orders, state within parentheses complete identifying data and attach copies if feasible. In the left margin and opposite the first line of each section analyzed, indicate by letter or letters within parentheses the category or categories (a), (b), (c), (d), or (e), set forth under I above, in which such section belongs. Ill (Name of Agency) Legislative History of Water Resources Authority A detailed legislative history of each statute or portion thereof, including all amendments, which imposes a re- sponsibility upon your agency or authorizes its participa- tion in any of the categories specified in I above. Include supporting references to hearings, committee reports, de- bates, and other relevant matter. Spell out clearly the ascertainable considerations leading to enactment of the legislation discussed, detailing the reasons for congres- sional adoption of the policy established by such legislation. IV (Name of Agency) Water Resources Conflicts and Duplications A full specification, with appropriate citations, of each conflict and duplication between the responsibility and participation of your agency, in the categories specified in I above, and those of any other Federal or State agency. Place emphasis upon any such conflict or duplication which even tends to impair or preclude consistency in federal water resources policy, for example, a conflict in responsibilities creating or accentuating differences in criteria and standards for evaluating feasibility of projects. (Name of Agency) Water Resources Authority and State Law A thorough discussion of all state statutes and judicial decisions which have either aided or impeded fulfillment by your agency of its water resources responsibility and participation in any of the categories specified in I above.
