Show TABLE 7.-Analysis of water-borne traffic on the Illinois waterway for 1948 and computation of savings on existing competitive rate basis, compared with estimated savings on basis of fully compensatory rates In the brief analysis of the Federal waterway program dated May 10, 1950, the detailed distribution of commodity movements over a 20-year period on the Illinois waterway and its waterway connections was avail- able only through the calendar year 1947. Tonnage and ton-mileage on the Illinois waterway, proper, for 1948 were approximated at 12,273,000 tons and 2,080,771,000 ton-miles, respectively, on which transportation savings creditable directly to that waterway were computed at $12,094,000 against annual charges for interest, amortization, operation, and main- tenance computed at $2,128,000. Figures summarized in the above table have been taken from the actual record of individual freight movements by commodities from specific origin and destination waterway ports. Charges for necessary additional rail or trucks hauls to and from the river ports and the extra handling charges incurred by the barge movements have been estimated as closely as the available information permitted and added to the waterway line- haul and costs for comparison with alternative rail routes to obtain the savings. This adds 1.10 mills per ton-mile to the barge service costs to give the total unit cost of the water transportation. Savings computed on the basis of the presently depressed rail rates average 4.26 mills per ton-mile. "With the competitively depressed rail charges restored to normal the savings would be at the rate of 5.42 mills, or an increase of 1.15 mills per ton-mile. These computations indicate therefore that if the rates of competitive overland carriers were restored to normal levels and the rates of water carriers increased to cover annual charges for interest and amortization of the capital expenditures for the waterway plus the operating and maintenance charges, the savings, or "spread" between the transportation charges via the water route and those via the most economical alternative route would be increased from 4.26 mills per ton- mile to 4.32 mills per ton-mile which would tend to encourage use of the waterway by a slightly greater volume of tonnage than under prevailing conditions. 443 Thousands ^o™^s Extra ter- Charges for -tol n-homoo Commodity Tons ton-miles *2?555£?
