RENNE December 11, 1950 The President The White House Dear Mr. President: In compliance with your instructions covered in Sxecutive Order No. 10095 and your letter dated January 3, 19i>0, we take pleasure in submitting herewith the report of The President's Water Resources Policy Commission, entitled "A Water Policy for the American People." The report proper is contained in Volume 1. Volume 2 contains the details of the several river basin studies and Volume 3 is devoted to the applicable law. Volumes 2 and 3 will be submitted later, as will our response to your request that the Commission give consideration to desirable legislation or changes in existing legislation. In bringing our work to a conclusion we wish to refer enthusias- tically to the cooperation we have received from the Executive Depart- ments, States and the general public. Their assistance has been a very large part of whatever of value the report may possess.
