Schloemer, U.S. Weather Bureau September 1950 To The President's Water Resources Policy Commission; The Commi ttee on Standards for Basic Data established in April 1950, submits herewith a report, pursuant to the following instructions from the Commission: This Committee will determine the minimum essential background information necessary for the sound planning of river basin, projects and programs. It will further determine the principles which should govern the basic information gathering programs of the Federal Govern- ment to assure^ as rapidly as possible the required data on a continuing l>asis and its analysis. The objective will be to establish* standards which will assure that projects and programs will go forward on the basis of adequate data. In its consideration of the many aspects of basic data col- lection and their relation to the development of our water and land resources, the Committee was fortunate in having the assistance and advice of a group of qualified indi- viduals as alternates, chairmen, and members of subcom- mittees representative of various fields of activity in basic data collection and in the use of such data in resources development. The contributions and counsel of this group have aided materially in the preparation of this report. The Committee is grateful for this cooperation and espe- cially for the professional counsel of Messrs. Robert H. Randall and Arthur H. Sweet. The report expresses the consensus of the Committee with respect to broad fundamental needs for and character of basic data in water and related land resources develop- ment, although it does not necessarily represent views of individuals or agencies on particular points in all cases, assistance of Miss Dora £. Potter. In submitting this report the chairman wishes especially to express by this means his great appreciation for the generous and effective assistance of all members of the Committee, of all members of the seven subcommittees and their chairmen, and of the editorial panel. Most of the detailed work was done by subcommittees whose statements were processed by the Main Committee during its twenty-five sessions over a period of nearly five months. The editorial panel deserves the thanks of all members of the Committee for its diligence in fitting numerous amendments voted by the Committee into the text and in the final editing of the entire report, with the able assistance of Miss Dora £.
