Show 169 the land above the meander line and adjacent to the south shore recreation area is privately owned, mostly by Kennecott Copper Corporation, with sizeable holdings by Morton Salt Company and Stauffer Chemical Company. The management and control of the State held lands is vested in the Division of State Lands. This Division, through its policy board, has issued five recreational leases on the South Shore of the Lake, as 3 outlined on Figure 26. Of these recreational leases, the only viable one is the Silver Sands Lease No. 17 to John Silver. Silver Sands Beach was established in 1962 and currently offers a beach area with showers and sanitary facilities, concessions, a sightseeing boat trip and dock space for approximately 200 yachts and other boats. The high Lake level has seriously affected this operation by inundating the parking lot area and threatening to destroy much of the docking and concession areas. Only by extensive riprapping and buildup of dikes has this damage been averted. Many people are using the Sunset Beach and Black Rock Beach areas although no fresh water or sanitary facilities are available. The Black Rock lease was issued in 1966 to Virginia Latsis for a period of 49 years. She also owns a small piece of private property, Black Rock, and has been hoping to use the leased property, together with her property, to reestablish facilities at the old Black Rock Resort. No development has occurred in the area yet and the lease agreement contains no performance clause. Her attorney feels that she might be willing to relinquish her lease, provided that she could make an equitable sale on her private property. A similar situation prevails on the 49- year Sunset Beach lease to Salt Lake County issued in 1969. When the property was leased, the County |
