Show 167 concerning limits and seasons on protected wildlife, and require licenses for harvesting wildlife resources. The Division is authorized to use certain state- administrated lands around the Great Salt Lake below the 1855 meander line of the Great Salt Lake for "... the creation, operation, maintenance, and management of wildlife management areas, fishing centers, and other recreational activities." While the focus of this statement is on providing wildlife observation and hunting opportunities, the Legislature apparently intended to give the Division the administrative discretion to develop supporting recreational facilities around some parts of the Great Salt Lake. In fact, this authorization is limited to the Lake; no other citation in the Code gives the Division recreation management responsibility. It may seem that Wildlife Resources and Parks and Recreation could overlap in Lake recreation management programs. However, it appears that the intent of the Legislature is to restrict the program of Wildlife Resources to recreation facilities supporting fish, wildlife, and bird observations and harvest, while Parks and Recreation is given broader planning, coordination, and development functions. Board and Division of State Lands The Board and Division of State Lands is the state- owned land authority for the state. It has authority over all lands granted to the State by the Federal Government.
