Show 166 appropriated $ 500,000 to the Division for the establishment of a recreation facility on the South Shore. The official minutes of the Board contain no reference to this appropriation until early 1974 when^ the Board heard proposals from the Division concerning freshwater developments. These proposals were the result of recommendations by a state interagency team evaluating the prospects of using the $ 500,000 appropriation. The Board has only recently acted on the level and type of preferred recreation developments on the south shore and has not yet formally adopted policies for Great Salt Lake recreation management except concerning Antelope Island. Board and Division of Wildlife Resources While the Utah Code gives principal recreation management responsibility on the Lake to Parks and Recreation, the Board and Division of Wildlife Resources maintains control of fishing and hunting opportunities on the Lake, although many scientists and decision- makers regard these as ... 4 recreational activities. The Division of Wildlife Resources has the power to acquire and develop lands for wildlife purposes, initiate and enforce regulations ••• Chapter 213, Laws of Utah, 1973, appropriated $ 5.5 million for development of the Great Salt Lake Park. During the appropriation process, $ 500,000 of that amount was " understood" to be earmarked for South Shore development.
