Show PREFACE In 1973 the Utah Legislature passed House Joint Resolution No. 12, requiring the Utah Legislative Council to prepare a master plan for the use and development of the Great Salt Lake. The Council's Economic Resources, Business and Labor Committee, which was given the assignment, created a technical advisory group and policy advisory group to aid in their task. Funded by an appropriation of $ 75,000 an interagency technical team, composed mainly of personnel from the State divisions, reviewed over 600 reports, documents, and books pertaining to the Great Salt Lake. The team prepared fifteen topical summary reports and abstracted some 200 technical reports. The policy- advisory team used the information prepared by the technical team to determine appropriate goals, defined as the end result of management programs for the Lake, and to recommend policy guidelines for achieving those goals. The policy- advisory team recommended the establishment of a Great Salt Lake Commission to implement the proposed policies and goals. The Legislature responded to the recommendations by creating a Great Salt Lake Division and Board within the Department of Natural Resources in March, 1975. Given the apparent continuing interest in the Great Salt Lake by the Legislature, the Office of Legislative Research ( the successor to the research staff of the Utah Legislative Council) felt the need for a single data source for background to future legislative policy concerning the • |
