L., 982), reads as follows: That nothing herein contained shall prevent the survey and platting at their own expense of town sites by private parties where stations are located along the lines of railroads, nor the unrestricted alienation of land for such purposes, when recommended by the Commission to the Five Clvilized Tribes and approved by the Secretary of the Interior.
