On June 27,'1905, the Secretary amended the rules and regulations for the disbursments, etc., of the appropriation by Congress "for the maintenance, strengthening, etc., of tribal schools," which were printed on page 90 of the Annual Report of the Commissioner of Indian Mairs for 1904, so as to make them read as follows: SECTION1. SO far as practicable, the rules and regulations heretofore pro-mulgated by the Secretary of the Interior concerning education in the varlous nations of the Indian Terrltory shall apply to the government of the schools to be mentioned and supported by this act SEC. 2. All the funds available under the provlsions of this act shall be used for the PaVIIent of salarles of teachers except as provlded in section 11 of these regulations. Sro. 3. Incorporated towns havlng a population of not more than one thousand may receive aid herefrom upon the recommendation of the school officials men-ttoned in &Ion four of these regulations whenever such oEiciais flnd that mch towns do not have sufficient taxable property to enable them to maintain free sehwla SEC. 4. The superintendent of schools in Indian Territory, upon the recorn-mendatlon of the supervisor of ~chools of each nation and the trlhal school authorities thereof, acting together, may establish day schools wherever con-sidered practicable and advisable in such nations for the coeducation of Indian and white pupils. Day schools may also he established and maintained under the same conditions for the citizen and noncitizen negro pupils residing within such nations. SEO. 5. The residents of any neighborhood desiring a day schooi under these regulations must provide a suitable schoolhouse equipped with seats or desks, and must also agree to provide all necessary stoves, fuel, blackboards, and other incidental expenses thereof. SEC. 6. A11 salaries and positions shall be flxed hr the Secretam of the Interior. on recommendation of the superintendent of schools in 1ndlan-~erritory. hi superintendent of schools in Indian Terrltory shall examine and awolnt teach-em for the schools hereln provided for, subject to the approval of the Secretary of the Interior. SEC. 7. Such teachers shall he required to make quarterly reports to the mpervlaor and tribal school authorities upon blanks to he furnished, which reports shall show $he name, age, sex, citizenship, race, and days attendance of every pupll enrolled, together with such other information or statlaties as the supervisor and tribal school authorities may require, whlch reports shall be filed with the superintendent of schools in Indian Territory. The superintendent of schools shall report quarterly to the Indian Office the attendance and data furnished by the supervisor. SEC. S Upon receipt of such quarterly reports the supervisor and tribal ~ehoola uthorities shall examine and audit the same, and if found correct they shall equitably apportlon the salaries of such teachers between the trlhal school ton& and the speeial school fund appropriated by Congress and shall issue separate requisitions therefor. Salaries found to be payable from the tribal school funds shall he paid by the superintendent of schools in Indian Territory, acting as special dlsbnrslng agent, 8s provided by the rules and regulations of the Secretary of the Interior now in force in the several natlonfi. That portion of salaries as shall he found payable from the special fund appropriated by Con-gress shall be pald by the superintendent of schools in Indian Territory, acting aa special disbursing agent, upon receipt of such reqnlsltlon duly certlfled to by |
