ARTICULO XIX. Respecto de los efectos, mcrcanctas y ~ropiedades importa· dos en los puertos mexicanos, durante el ttcmp.o que han e~ta~o ocupados por las fuerzas de los Estad?s-Umdos, s~a pot em dadanos de cualquiera de las dos RepU.bhcas, sea par cmdadanos 6 sUbditos de alguna nacion neutral1se observar~n las reglas siguientes: . . 1. Los dichos efectos, mercancias y prop1edades, s1empr~ que se hayan importado antes de Ia dcvolucio~ de las aduanas ~ las autoridades mexicanas, conforme (\ lo estlpulado en el art~culo terccro de este tratado, qncdariin libres de Ia penade .comlso, aun cnando sean de Jo~ prohibidos en el arancel mext~ano. 2. La misma ecsencion gozaran los efectos, mercanCias Y propiedades que Hegnen a los puertos mcxicanos despues de Ia devolucion a Mexico de las aduanas maritimas, y antes de que espiren los sescnta dias que van a fijarse et~ el articulo sigu~en: te para que empiecc a regir el arance\ mextcano en los pnCltos, Ucbiendo nl tiempo de su importacion sujetarsc los tales cfectos, mercanciXs y propiedades, en cuanto al pago de derechos, a lo que en el indicndo siguiente articulo se establece. 3. Los efectos, mercancfas y propiedades designados en las dos reglas anteriores, quedar6n esentos de todo derecho,' alcabala 6 impuesto, sea bajo el titulo de internacion, sea bajo cualquiera otro, micntras permanezcan en los pun.tos don de se hayan importado, y a su salida para el interior; y en los mismos puntas no podrajarnas ecsigirse impuestoalguno sobre su venta. 4. With. respect t~ ali merchandize, effects, and property whatsoever, Imported mto ports of Mexico, whilst in the occupation of the f?rccs of the United States, whether by citizens of either Republic, or by citizens, or subjects of any neutral nation the following rules shall be observed:- ' l_. All such merchandize, effects, and property, if imported ~revwusly to the restoration of the custom-houses to the MexIcan authorities, as stipulated for, in the third article of this tre~ty, shall be exempt from confiscation, although the importatiOn of the same be prohibited by the Mexican tarifl: 2. Th~ same perfect exemption shall be enjoyed by all such rnerchand1~e, effects, and property, imjJortcd subsequently to the restorat~on of the cu~tom-houses, and previously to the sixty ~ays fixed Ill the followmg article for the coming· into force of the Mexican tariff at such ports respectively; 1 he said merchandize, effects, and property being, however, at the time of their ~mportation, subject to the payment of duties as provided for Ill the following article. 3, All merchandize, effects, and property described in the tw~ rules f~regoing, shall, during their continuance at the place of unportatron, or upon their leaviug snch place for the interior, be exempt from all duty, tax, or impost of every kind, under whatsoever title, or denomination. Nor shall they be there subjected to any charge whatsoever upon the sale thereof. 4. All merchandise"' effects, and property, described in the first a?d second rules, which shall have been removed to any place m the interior whilst such place was in the occupation of the forces of the United States, shall, during their continuance |
