Los que prefieran pcrmaneccr en los indicados territories pov clran conservar el titulo y dercchos de ciudadanos rnexicanos, 6 adqnirir el titulo y derechos de ciudadanos de los EstadosUnidos. Mas Ia eleccion entre una y otra ciudadanfa, dcberiin hacerla dentro de nn afio contado dcsde Ia fecha del cange de las ratificaciones de este tratado. Y los que permanecieren en los indicados territories despues de transcunido el afi.o sin haber declarado su intencion de retener cl c3ractcr de mexicanos, se consideranl que han elegido ser ciudadanos de los EstadosUnidos. Las propiedades de todo gl?nero ecsistentcs en los esprcsados territories, y que pertenccen ahara a mexicanos no cstablecidos en elias, scn'm respctadas inviolablemente. Sus actnales dueiios, los herederos de Cstos, y los mexicanos que en lo veniderCJ puedan adquirir par contrato las indicadas propiedades, disfrutan\ n, respectodeellas, tan amplia garantia,como si pertenecie.1en a ciudadanos de loo Estados- Unidos. ARTICULO IX. Los mexicanos qU'C en los territories antedichos no conserven el canicter de ciudadanos de Ia RepUblica 1\'lf!xicana, scgun lo estipulado en el precedente articulo, ser§.n incorporados en Ia union de los Estados-Unidos, y se admitirfln lomas pronto pol sible, conforme a los priucipios de su constitucion federal, al goce de la plenitud de derechos de ciudadanos de dichos Estados Unidos. En el entre tanto, ser§.n mantenidos y protegidos en el goce de su libertad, de su propiedad y de los derechos civiles que hoy tienen segun las !eyes mexicanas. En lo respectivo a derechos politicos, su condicion sera igual a Ia de los habitantes de los otros territorios de los Estados-Unidos, y tan bue·- - 19- the Un!ted States, as defined by the present treaty, shall be free to contmue where they now reside, or to remove at any time to ~he Mexican Republic, retaining the prop01ty which they possess m the said territories, or disposing thereof, and removing the pr?ceeds wherever they please, without their being subjected, on th1s account, to any contribution, tax, or charge \dlatever. . But they shall be under the obligation to make their election within one year from the date of the P.Xchangc of ratifications of this treaty; and thos~ who shall remain in the said territories after the expiration of that year, without having declared their iuteution to retain the character of Mexicans, shall be considered to have elected to become citizens of the United States. In t~e said territories, property of every kind1 now belonging to Mex1cans not established there, shall be inviolably respected. The present owners, the heirs of lhese, and all Mexicans, who rn~y hereafter acquire the said property by contract, shall enjoy With respect to it guarantees equally ample as if the same belonged to citizens of the United Slates. ARTICLE IX . The Mexicans who, in the territories aforesaid, shall not pl'tserve the character of citizens of the Mexican Republic, con for· ~ably with what is stipulated in the preceding article, shall be mcorporatcd into the Union of the United States, and admitted as soon as possible, according to the principles of the federal constitution, to the enjoyment of all tl1c rights ot citizens of the United States. In the mean time. they shall be maintained and prote~t~d ~n the enjoyment of their liberty, their property, and the CIVil nghts now vested in them according to the Mexican Jaws. With respect to political rights, their condition shall be on an equality with that of the inhabitants of the other territories ~fthe.United States, and at least equally good as tlJat of the mhabnants of Lousiana and the l''lorida~, when these provin- |
