Show -32- ARTICULO XVI. Cada una de las dos RcpUblicas sc rcserva }a con~pleta fa~ulto. d de fortificar todos los puntas que para su scgnndad estime convenientes en su propio tcrritorio. ARTICULO XVII. El tratado de amistad, comercio y navcgacion, concluido en Ia ciudad de Mexico c\5 de Abril del aiio del Sei'ior 183~, entre Ia RepUblica i'l'lexicana y los Estados- Unidos de Amenca, csceptuandose el articulo adicional, y cuanto pueda ha~cr en sus estipulacioncs incompatible con alguna de Ia~ contemdas er: el presente tratado, queda rcstablccido por cl penodo. de ocho a nos desdc cl dia del cangc de las ratificaciones deltmsmo presentc tratado, con ignal fncrza y valor que si cstuviese inserto en t:lj debiendo entendersc que cada una de las partes contratantcs se rcserva el derccho deponer tGrmino al dicho tratado de comer· cio y navcgacion en cualquier tiempo, luego quo haya espirado el periodo de los ocho rulos, comunicando su intencion a Ia otra parte con un ailo de anticipacion. ARTICULO XVIII. El gobicmo de los Estados- Uuidos se compromete i• Ia vez, y sabre esto emporia su fe, a establccer y mantcner con vigilancia cuantos guardas sean posibles para ascgmar las rcntas de l\I6xico, prccavicndo la importacion a Ia sombra de esta estipulacion, de cualesquiera articulos que rea\ mente no sean necesarios, 6 que cscedan en cantidad de los que se necesiten para el uso y consumo de las fuerzas de los E stados-Unidos mientras ellas permanczcan en Mc!xico. A este efccto, todos los oficiales y agentcs de los Esta· dos-Unidos tendran obligacionde denunciar a las autoridades mexicanas en los mismos puertos, cualquier co nato de fraudu- - 33 - ARTJCLF. XVI. Each of the contracting parties reserves to itself the entire right, to fortify whatever point within its territory it may judge proper for its security. ARTICLE XV!f. 'rhe treaty o( amity, commerce, n.nd navigation, concluded at the city of l\1exico on the fifth day of April, A. D. 1831, between the United States of America and the United Mexican States, except the additional article, and except so far as the stipulations of the said treaty may 00 incompatible with any stipulation contained in the present treaty, is hereby revived for the period of eight years from the day of the exchange of ratifications of this treaty, with the same force and virtue as if incorporated therein; it being understood that each of the contracting parties reserves to itself the right at any time after the said period of eight years shall have expired, to terminate the same by giving oue year's notice of such intention to the other party. ARTICLE XVIII. All snpplies whatever for troops of the United States in 1\lexico, arriving at ports in the ocupation of such troops previous to the final evacuation thereof, although subsequently to the restoration of the custom-hom:es at such port s, shall be entirely exempt from duties and charges of any kiud; the govemment of the United States hereby engaging and pledging its faith to est~blish, and vigilantly to enforce ail possi!ile guards fOr se .. cunng the revenue of 1\iexico, by preventing the importation, under cover of this stipulation, of any articles other than such, both in kind and in quantity, as shall really be wanted for the use and consumption of the forces of the United States during the time they may remain in l\1ex1co. rl'o this end, it shall be the duty of all officers and agents of the United Sttt.tes to denounce |
