Show J u n e 20, 1979 Memorandum To: Files Response: On July 19, 1973, the Bureau of Reclamation entered into a contract (No. 14-06-400-5964) with the City of Heber, Utah, relative to diversion of Provo River water. Under this contract, Heber City waived its right to compensation from the United States for interference with the city's original powerplant point of diversion under Certification of Appropriation of Water, State of Utah, No. 2260. In exchange for such water, the Bureau agreed to sell to the city, through the city's agency, Intermountain Consumers Power Association, 600 kilowatts of energy generated by the Colorado River Storage Project in addition to that already under contract for the city's benefit. This additional power is delivered under the terms and conditions specified in Contract No. 14-06-400-4633, between the United States and the Intermountain Consumers Power Association. 2. Comment: The Deer Creek Reservoir and Powerplant, also located downstream from the proposed Jordanelle Dam, is owned by the Bureau of Reclamation. The annual generation of the Deer Creek plant is 26,800 megawatt-hours. The DES did not evaluate the probable impacts, if any, on the operation of Deer Creek Reservoir. Response: Under project conditions, the Deer Creek Powerplant would have a capacity of 2,000 kilowatts and would generate an average of 18,666,000 kilowatt-hours annually. This compares to 2,100 kilowatts and 19,500,000 kilowatt-hours over a 43-year period simulating 1930-73 conditions. The project would therefore cause a reduction in capacity of 4.8 percent and a reduction in energy produced of 4.3 percent, the equivalent of 45 Subject: Response to Letter of June 6, 1979, from the Federal Energy Regulatory Commission, Commenting on the Municipal and Industrial System Draft Environmental Statement 1. Comment: We have been informed that Heber Light & Power is considering redeveloping the plant, which is intact except for the flume. The diversion for the Heber plant is located at the base of the proposed Jordanelle Dam. We think that the final environmental impact statement should be modified to identify the probable impacts of Jordanelle Dam on the Heber project. |
