Show . • , - • ' • • Wm determination, there is a strong Federal interest in developing an effective water conservation program because of this contract. "A water conservation program, acceptable to the Contracting Officer, shall be in existence prior to transferring the operation and maintenance of the conduit works in accordance with article 13 of this contract. The operation of the conduit works shall be consistent with the adopted water conservation program. At 5-year intervals, thereafter, the entity or entities responsible for operation and maintenance of conduit works pursuant to article 13h. of this contract shall resub- | mit, and the Contracting Officer shall review the water conser- ,/ vation program. After consultation with the District and the |p Subcontractors, the Contracting Officer may require modifications to the water conservation program and alterations in the g operation of conduit works to implement changes in the water g conservation program." jg| The Bonneville Unit plan anticipates that water use will be more con- || servative in the future. As shown in Table B-10, new municipal and g industrial water requirements are computed at a rate of 0.25 acre-foot per capita per year, which projects an overall decline over the present M use rate in Salt Lake and Utah Counties of about 5 and 8 percent, || respectively. The current per capita use rate in Salt Lake County is v,; consistent with consumption in other metropolitan*areas in the arid west - . Eg where lawn sprinkling and garden watering account for a large percentage |p? || of municipal water use. M Use rate J: Location (gpcd) ; Denver 215 J Las Vegas 290 ti^ Phoenix 230 J Salt Lake County 24 3 Denver and Phoenix receive a larger portion of their annual precipitation in the summer during the high-use period, thus reducing the demand during || these months. Refer to the response to Comment 3 on the feasibility of a dual water -. system. iV 6. Comment: We believe that a coordinated local planning effort would utilize available water resources much more efficiently than the proposed project. The local water users are more capable of determining within a regional framework what their legitimate future water needs will be and how they can most economically meet those needs using a combination of the sources • ' . ? discussed above. ~ : 30 |
