Box 11568 Salt Lake City, Utah 84147 Dear Mr. Plummer: This is in response to your letter of April 6, 1979, inviting our comments on the draft environmental statement for the Municipal and Industrial System, Bonneville Unit, Central Utah Project. The proposed project was authorized as a participating project of Colorado River Storage Act of April 11, 1956, and would involve the construction of Jordanelle Reservoir and Powerplant on the Provo River, completion of two aqueducts under construction, and modification of 15 Upper Provo River Reservoirs. The project would provide 320,000 acre-feet of storage capacity for municipal and industrial water supply to Salt Lake City and Northern Utah County, supplemental irrigation of 22,740 acres, flood control, recreational opportunities, and hydroelectric power generation. The Jordanelle powerplant would be located at the base of the dam with a peak generating capacity of 10.4 megawatts and would generate about 39,000 megawatt-hours annually. According to the draft environmental statement, the proposed municipal and industrial (M&I) system would provide an average annual water supply of 104,000 acre-feet of which 90 percent would be available by exchange releases from Strawberry Reservoir and 10 percent from unappropriated flows of the Provo River and other sources. Releases from Jordanelle dam would flow past the Jordanelle and Deer Creek powerhouses before reaching the Olmsted diversion dam at which point flows in excess of minimum requirement would be diverted in part or full for M&I and hydropower. fi&I requirements will claim an increasing share on the total flow in tiie Provo River, eventually closing the Olmsted powerplant at the mouth of Provo '•&J 42 •7 |
