Show -47- Section 10 authorizes the Secretary of the Interior to enter into contracts with Imperial Irrigation District * * * for the construction of the All-American Canal, but it does not contain the provision, dangerous to Yuma Project, of the original measure, which gave the Secretary authority to amend the contract, dated October 23, 1918, between the United States and Imperial Irrigation District, providing for a connection with Laguna Dam. Parker-Gila Valley Project Section 11 contains a new provision, authorizing the Secretary of the Interior, "to determine the lands in the State of Arizona that should be embraced within * * * the Parker-Gila Valley reclamation project," and directs him to report not later than December 10, 1931. Section 12 contains the definitions of words used in the Act. Approval of Compact Section 13 gives Federal approval to the Colorado River Compact; waives seven-State ratification, and makes it binding upon the United States when ratified by California and five other States; and proposes to make it binding upon any non-ratifying State, i. e., Arizona, by declaring that all rights-of-way over government controlled lands, for canals, dams, hydro-electric lines, or for other purposes for the use of the waters of the Colorado River or its tributaries, shall be granted only subject to the provisions of the Colorado River Compact. Section 14 makes the Act supplemental to the reclamation law, except as otherwise provided. Section 15 directs the Secretary of the Interior to investigate irrigation and power projects in Wyoming, Colorado, New Mexico, Utah, Nevada and Arizona, and |
