Show -33- that of instituting suit-all of the powers enumerated above have, within the limits of the funds placed at the Commission's disposal, been exercised, and as to that one, the opinions of eminent legal counsel with respect to Arizona's rights have been secured. With more funds more could have been done, particularly in the way of engineering and publicity, but these fields of activity would have called for a much greater appropriation, and whether the results would have been any different is problematical. Offices, under the personal charge of the Secretary, were continuously maintained in the State Capitol Building, except for such period as all of the activities of the Commission were transferred to Washington; a vast amount of data was collected and used; many thousands of printed reports, bulletins and addresses were distributed and a very considerable correspondence maintained; meetings and conferences were held in all of the Colorado River Basin States and in Washington; many cities were visited by members of the Commission and addresses made to interested organizations; several conventions were attended for the purpose of securing the passage of resolutions in support of the Arizona position or of opposing the passage of resolutions adverse to this State; visits were paid to influential officials or individuals where that was thought advisable. In short, the Commission has done its best. Financial Statement The Act of the Legislature creating the Colorado River Commission, which became effective March 7, 1927, provided it with an appropriation of $100,000.00 with which to carry out the duties imposed upon it. In the twenty-one and a half months of its existence the Commission has expended a total of $82,835.46. There remains unexpended of the original appropriation, therefore, $17,- |
