Show __y___ Second Report of the Colorado River Commission of Arizona To the Senate and House of Representatives, Eighth Legislature, State of Arizona: Under date of October 27, 1927, the First Report of the Colorado River Commission of Arizona, was submitted to the Legislature. It gave an account of the Commission's stewardship from the date of its organization on April 6, 1927, to the close of the Denver Conference on October 5, 1927. This supplemental or Second Report will deal with the activities of the Commission from that date; will give, in succinct form, the history and status of legislation affecting the Colorado River, and discuss the probable effect upon the State of Arizona of such legislation. Denver Conference Not Resumed When the second session of the Denver Conference recessed on October 5, 1927, it was with a more or less tentative understanding that the negotiations which had been under way almost continuously since August 22, 1927, and which had given very great satisfaction to Arizona's representatives, would be resumed on November 7, at the same place. The word "tentative" is used for the reason that, although a definite date was set for reconvening, it was generally felt that little if anything would be effected by the resumption of the conference, unless in the meantime an understanding between Arizona, California and Nevada, with respect to a division of the benefits to be derived from the development of power, could be arrived at. At the Denver Conference, practically every point which had been put forward by the Arizona Commission had been established, and either in whole or in part had received the concurrence of the representatives from every |
