Among other things, Engineering Report No. 22 was intended to show that a single average figure may no( give the best answers to all questions which may arise pertaining to the yield of a stream or provide the most reliable basis for every purpose that an average is intended to serve. Under special instructions on September 19, 1955, "to summarize, index and explain all basic Inflow-Outflow studies," Engineering Report No. 23 has been prepared. This report refers to the Inflow-Outflow Manual which was prepared by the Engineering Advisory Committee to the Compact Commission and which was adopted by the present Commission "as a basis for the commencement of the activities of the administrative commission". Difficulties encountered in Inflow-Outflow investigations are discussed in Engineering Report No. 23. Progress in these studies is outlined with references to Engineering Reports Nos. 14, 15, 16 and 20. Multiple correlation equations relating inflow-outflow quantities and climatic factors that influence stream depletions are discussed with reference to the manner in which they were developed for several sub-basins of the Upper Colorado River. Preliminary equations are also included for the entire basin with outflow at the compact point, Lee Ferry. The following eight recommendations conclude this report: |
