Show while stating that they might be willing to concede something as a gratuity, they would neither offer nor agree to any concrete proposal. San Francisco Conference Under the circumstances, then, and with the Conference deadlocked on the matter of power, it was evident to all that unless the Lower Division States could effect an agreement with respect to power there would be little foundation for further proceedings. Out of this situation grew what is referred to as the San Francisco Conference. Following a series of informal meetings held at Los Angeles, November 9 to 11, by representatives of the three Lower Division States, engineers informed on hydro-electric power problems were authorized to assemble in San Francisco November 28, for the purpose of making studies upon which to base estimates of development costs and probable revenues to be derived from Colorado River power. The following engineers met and began their work in San Francisco on November 28: E. F. Scattergood and Lester F. Ready, representing California; H. W. Crozier and Thomas R. King, representing Nevada; B. F. Jakobsen and C. C. Cragin, representing Arizona. Prof. Stanley Palmer, of the University of Nevada, was also present as a technical advisor to the Nevada engineers. Very shortly following the assembling of the engineers, Colorado River Commissioners and advisors from each of the States of Arizona, California and Nevada began a series of daily conferences which continued until December 18.
