This section, which originally authorized the Secretary of the Interior to modify an existing contract with Imperial Irrigation District, for the privilege of connecting the Imperial irrigation system with Laguna Dam, in a manner which would have seriously infringed upon the rights of the Yuma Project, was so amended as to leave the rights of the Yuma Project intact. In Section 1, however, the Secretary of the Interior is clothed with power, as an alternative to connecting the All-American Canal with Laguna Dam, to construct such "other suitable diversion dam" as may be "deemed necessary or advisable by him upon economic or engineering considerations." It is conceivable that this might work to the great disadvantage of the Yuma Project. Two-State Compact Section 8, as in the original draft, binds the United States and all those claiming under it, to the terms of the Colorado River Compact, in the construction, management and operation of the reservoir, canals and other works provided for. It goes further, and binds the United States, its permittees, licensees, or any of its agencies, to the terms of such compact, subsidiary to and consistent with the Colorado River Compact, as may be negotiated by the States of Arizona, California and Nevada, "or any two thereof." This proposed two-States compact, which shall control the United States, anything in the act to the contrary notwithstanding, "in constructing, managing, and operating the dam, reservoir, canals, and other works * * * authorized, including the appropriation, delivery, and use of water for the generation of power, irrigation or other uses," may provide "for the equitable division of the benefits, includ- |
