McCluskey, of the Arizona Commission, left for Washington on December 20, and was followed a few days later by the Secretary of the Commission, Mulford Winsor. From then until the adjournment of Congress at 5 :30 p.m., May 29, 1928, members of the Commission, and at one time or another all of them except one, together with a number of advisors and legal assistants, were on the ground, to give aid and counsel to Arizona's representatives in Congress; to present to members of Congress the facts with respect to the Colorado River; to champion Arizona's cause and enlist support for it; to participate in all movements looking to a just compromise of the differences existing between the States. Hearings Before Congressional Committees On January 6 the Committee on Irrigation and Reclamation of the House of Representatives resumed its hearings on H. R. 5773-the so-called Swing-Johnson bill- and on that day Mr. Winsor of the Arizona Commission appeared as the first witness, to present the Arizona case. On January 9 Representative Lewis W. Douglas of Arizona addressed the Committee, followed by Mr. McCluskey of the Arizona Commission.
