Show -10-in an advisory capacity. Arizona and Nevada also had the assistance, at times, of Frank G. Baum, an internationally recognized authority on power transmission problems. A great mass of valuable information with respect to power development on the Colorado River resulted from the engineering studies, and at times the discussions of the Commissioners appeared to afford promise of an agreement upon the compensation which should be received by States contributing their resources, for the uses of power development within their borders by the Federal Government. However, no agreement was reached. Toward the end of the conference it became evident that California was concentrating her forces for a drive on Congress. That body convened December 6, and the purpose of the Californians was to bring about, before its adjournment, at all odds and by whatever means, the passage of the so-called Swing-Johnson bill-a measure designed exclusively for California's benefit. There was no chance for an agreement with Nevada and Arizona that would contribute as handsomely to California's aggrandizement as this measure proposed, hence the policy of the bill's California proponents to lend their exertions to its passage rather than to the effecting of an amicable agreement between the States. Resolution of Upper Division Governors In the meantime, the Governors of Wyoming, Colorado, Utah and New Mexico, anticipating the California drive for the Swing-Johnson bill, met at Denver on December 19 and adopted the following resolution: "Whereas, it is the conviction of the Governors and interstate water commissioners and other representatives of the States of Colorado, New Mexico, Utah |
