This has not always been possible. For example, the Bureau of Land Management maintains that commutations are included in their totals in Homesteads but detailed checks show clearly that for some of the busiest years they were not so included. I have used the data in the Report of the Public Lands Commission (Washington, 1905), in the hope that because it was compiled later than the annual reports they may be more accurate.
