He has requested that he be al1owed to employ a full-time secretary who would be stationed in Utah while here and would be stationed in Washington while there, but paid by the University to assist in c on his research projects. After talking this mter over with you and with Dr. Nelson, Associate... Director of the Bureau of Economic and Business Research, I have some doubts in my mind as to the advisibility, from an administrative point of? view, of some of Dr. Hahoney's proposals. In the first place, I doubt the advisability of making definite comitments as to leave of absence for more than a yearato~year basis. As I understand it, contracts are issued by the Regents only for a year at a time; however, if Dr. Hahoney is willing to give up his adminstrative duties, as he has indicated, I think we might handle the matter satisfactorily from year to year providing that is agree-b able with him and providing he can work out a satisfactory arrangement , the Library of Congress Reference Bureau.
