Richardson, Governor, State of California, State Capitol, Sacramento, California. Sir: I submit herewith, for your consideration, my report upon the Colorado River Compact, as agreed to by the representatives of the States of Arizona, California, Nevada, New Mexico, Utah, and Wyoming, and approved by Herbert Hoover, the Federal Commissioner. It is my belief that the ratification of this compact by the legislatures of California and the States in interest, will tend to their lasting benefit; bringing forth the better understanding that is of most vital import to their progress, their growth, and future development. Report on Colorado River Compact authorization California sets forth in its title to Chapter 88 of the 1921 Statutes, approved May 12th, 1921, the purpose of negotiating a compact concerning the use and distribution of the waters of the Colorado River system, as follows: Chapter 88, 1921 Statutes AN ACT Authorizing the governor of California to appoint a representative of the State of California to serve upon a joint commission composed of representatives of the states of Arizona, California, Colorado, Nevada, New Mexico, Utah, Wyoming, and the United States of America, and constituted for the purpose of negotiating and entering into an agreement between the several states hereinabove-mentioned and between said states and the United States of America, subject to the consent of Congress, respecting further use and disposition of the waters of the Colorado River and streams tributary thereto, and fixing and determining the rights of each of said states and rights of the United States in and to the use, benefit, and disposition of the waters of said stream and its tributaries.
