Show 5 1 waiver of the provisions of the first paragraph of Article XI 2 of said compact, which makes the same binding and obliga- 3 tory only when approved by each of the seven States men- 4 tioned in said section 12, and shall have approved said 5 compact without condition save that of such approval by the 6 State of California and at least three of the other States 7 mentioned and until the President by public proclamation 8 shall have so declared. 9 (b) Before any money is appropriated or any con- 10 straction work done or contracted for, the Secretary of the 11 Interior shall make provision for revenues, by contract or 12 otherwise, in accordance with the provisions of this Act, 13 adequate, in his judgment, to insure payment of all expenses 14 of operation and maintenance of said works incurred by the 15 United States and the repayment, within fifty years from 16 the date of the completion of the project, of all amounts 17 advanced to the fund under subdivision (b) of section 2, 18 together with interest thereon. 19 Sec. 5. That the Secretary of'the Interior is hereby 20 authorized, under such general regulations as he may pre-21 scribe, to contract for the storage of water in said reservoir 22 and for the delivery thereof at such points on the river and '2-1 on said canal as may be agreed upon, for irrigation and 24 domestic uses, and deliver}7 at the switchboard to municipal 25 corporations, political subdivisions, and private corporations |
