Show 18 1 modify the said contract, with the consent of the said district, 9 or to enter into a new contract or contracts with the said dis-8 trict or -any private corporation or any corporation subsidiary 4 to said district, in order to provide for the construction, in 5 accordance with the terms of this Act, of a canal, or canals, 6 and appurtenant structures, adequate to serve the lands of 7 said district, and other lands that may be served thereby, 8 and to equitably allocate the costs thereof. 9 Sec. 12. "Political subdivision" or "political subdi- 10 visions" as used herein shall be understood to include any 11 State, irrigation, or other district, municipality, or other 12 governmental organization. I.) "Net investment" as used herein shall be understood 14 to mean " net investment" as defined by the Federal Water 15 Power Act, plus such portions of annual or other payments 16 as shall be used by the Secretary of the Interior for con- 17 struction purposes or to amortize the cost of said dam, lands, 18 rights of way, and incidental works, which portions of said 19 annual or other payments are hereby declared to be capital 20 investment. 21 Sec. 13.
