Show 17 1 or its tributaries, or for the generation or transmission of 2 electrical energy generated by means of the waters of. said 8 river or its tributaries, " including all permits, licenses, 4 leases, or other privileges approved or issued under the 5 provisions of the Federal Water Power Act, approved 6 June 10, 1920," shall be upon the express condition and 7 with the express covenant that the rights of the recipients 8 or holders thereof to waters of the river or its tributaries, 9 for the use of which the same are necessary, convenient. 10 or incidental, and the use of the same shall likewise be sub- 11 ject to and controlled by said Colorado River compact. 12 (d) The conditions and covenants referred to herein 1 '> shall be deemed to run with the land and the right, interest, 14 or privilege therein and water right, and shall attach as a 15 matter of law, whether set out or referred to in the instru- 16 ment evidencing any such patent, grant, contract, concession. 17 lease, permit, license, right of way, or other privilege from 18 the United States or under its authority, or not, and shall be 19 deemed to be fot the benefit of and be available to the States 20 of Arizona, California, Colorado, Nevada, New Mexico, 21 Utah, and Wyoming, and the users of water therein or 22 thereunder, by way of suit, defense, or otherwise, in any 23 litigation respecting the waters of the Colorado River or its 24 tributaries.
