Show 4 1 (e) The Secretary of the Interior shall certify to the 2 Secretary of the Treasury, at the close of each fiscal year, 3 the amount of money in the fund in excess of the amount 4 necessary for construction, operation, and maintenance, and 5 payment of interest. Upon receipt of each such certificate 0 the Secretary of the Treasury is authorized and directed to 7 charge the fund with the amount so certified as repayment 8 of the advances made under subdivision (b), which amount 9 shall be covered into the Treasury to the credit of miscel- 10 laneous receipts. 11 Sec. 3. There is hereby authorized to be appropriated 12 from time to time, out of any money in the Treasury not 13 otherwise appropriated, such sums of money ns may be 14 necessary to carry out the purposes of this Act, not exceed- 15 ing in the aggregate $125,000,000. 16 Sec. 4. (a) No work shall be begun and no moneys 17 expended on or in connection with the works or structures 18 provided for in this Act, and no water rights skall be claimed 19 or initiated hereunder, and no steps shall be taken by the 20 United States or by others to initiate or perfect any claims 21 to the use of water pertinent to such works or structures 22 until the State of California and at least three of the States 23 of Arizona, Colorado, Nevada, New Mexico, Utah, and 24 Wyoming shall have approved the Colorado River compact 25 mentioned in section 12 hereof and shall have consented to a |
